The Costa Rican government in education through out the years has carried out a notable effort. This has brought Costa Rican to have the highest literacy rate of all Latin America: around 97%!
After the abolition of an institutional armed force the Costa Rican people directed their national concerns towards the creation of a climate conducive to strengthening those civil virtues which make life richer: like mutual understanding, democratic action, dialogue, solidarity and cooperation.
Costa Ricans call themselves Ticos in a reference to their commun use of the diminutive ending: Un momentico,por favor".Los Ticos are in general amiable and open with tourists. That contributes to a fuller and more gratifying overall experience of the culture for the visitor. Which in turn, usually, brings about a stronger bond.
